School board adopts seclusion policy amid parent anger

RAYNHAM — Bridgewater-Raynham School Committee adopts a seclusion and restraint policy as parents say key records are still missing. A parent told the board her son's state-mandated restraint reports had vanished from his file despite months of emails with Superintendent Ryan Powers, while SEPAC parent Tracy Lincoln said the district still hasn't released the procedure manual behind the new policy. The committee adopted Policy JKAA unanimously anyway, along with Policy IHBG, and gave first-reading approval to a policy restricting public comment to Bridgewater and Raynham residents.

Separately, the board authorized a $4,591,921.30 vendor-fund carryover into fiscal 2027 — well above the typical $2.6 million to $3 million — tied to heavy turnover in the business office, and approved a five-year, $5,000-signing-bonus Under Armour uniform contract for the high school. Member Mr. Salinas pushed to redirect the superintendent's student-learning goal toward documenting special-education services, and the board voted unanimously to send that goal back to subcommittee.

"It would be very, very devastating to the district at this time to slide backwards," member Mr. Guthrow said of the budget outlook.
